It has been reported that Barcelona’s finances are in such a mess that they can’t even register new signings Memphis Depay, Eric Garcia, Sergio Aguero, and Emerson yet.  The same goes for Lionel Messi and his new two-year contract. The competition will start at the beginning of the 2021/2022 season; it will primarily be contested by teams from the lower-ranked UEFA member associations.
